That is just a wild guess. Generally, your database is safe after an uninstall. After quickly going through the various ACDSee created folders and files, I don’t see anything that looks like a language file. I wonder if that is embedded in the registry somewhere?

So, I think you will need to contact the support. Also international versions of AC are much interlocked with the languages. Not only the GUI but also the database files, some registry paths and folder names vary between the versions.
