Double-click the shortcut that you pasted, and then change the Location to All Users Programs. If a user has an Outlook shortcut pinned to their taskbar, this will not replace it. If the application works fine safe mode, try disabling the add ins for the application and check the result, Click the File tab. Go to Options. Click Add-ins. Now uncheck the Add-ins and click on OK.
